The Netherlands is the only country I know of where, coming inland from the sea, you pass locks that brings you down from sea level! For example Amsterdam's airport is four meters under mean sea level! In those condition, the Dutch have nothing else to do than dredge as much as they can or ... move to the country I live in: Norway. (and some do! We have many Dutch immigrants here!).
