NEW YORK (AP) — The creation of controversial, highly restrictive housing units for New York City inmates deemed the most dangerous as well as amendments to when and how solitary confinement can be used are among the proposed changes to rules governing the nation's second-largest jail system made public Friday by the city agency charged with overseeing its lockups.
